Serbs to be included in Trepca decision-making - report

The daily claims to have seen a draft law that would include local authorities in the north, "which do not recognize Kosovo's statehood," as a party in the decision-making process.

"Serb representatives in the government consider this an achievement, because, as they said, it is the product of negotiations with the other members of the coalition. Prime Minister Mustafa answered with silence when asked about backing down under pressure from the Serbs," writes the paper.

A draft law that was last week sent to the Kosovo assembly and was on the agenda on Monday, envisaged turning Trepca into a public company "owned by the state."

According to the Pristina daily, Serbs ministers in the Kosovo government "after their visit to Belgrade," together with officials of the government of Serbia, "threatened with protests and endangering the dialogue between Belgrade and Pristina, as they believe that Trepca is Serbian property."

The newspaper's website claims today that it was "the American embassy in Pristina, not the government of Serbia, that prevented transforming Trepca into a public company."

The embassy reportedly assessed it would be harmful "for the state" to take over the EUR 1.4 billion debt.

The Kosovo assembly on Monday passed a bill amending the law on reorganizing certain public enterprises and introducing changes to their property - however, the bill does not include the Mining, Metallurgical and Chemical Combine Trepca.

Trepca, a former industry giant in which the Republic of Serbia Development Fund holds a 56-percent stake - while the rest is owned by several Serbian companies and employees - was taken out of the proposed document at the last moment.

64 assembly members voted for the bill late Monday, four voted against, while two abstained. The opposition did not take part in the voting.
