“German model can be solution for Kosovo issue”

Stefan Lehne, ex-EU special envoy for the Balkans, believes that a German model could be a model for the resolution of mutual problems of Belgrade and Priština.

BELGRADE Stefan Lehne, ex-EU special envoy for the Balkans, believes that a German model could be a model for the resolution of mutual problems of Belgrade and Pristina. The German-German agreement avoided recognition of East Germany but enabled cooperation. “German model can be solution for Kosovo issue” Lehne believes that such model could be used as a solution for the Kosovo issue without touching on the issue of recognition of Kosovo's independence. Lehne, visiting scholar at Carnegie Europe in Brussels, said he found this solution much more attractive that the one presented by representatives of the German ruling party according to which Serbia should sign a legally-binding statement on cooperation with Kosovo before joining the EU. He told Belgrade-based daily Politika that at the moment it was impossible to know whether Serbia would have to recognize Kosovo for the sake of the EU accession, “which would not happen before 2020 and maybe even later”. Noting that the international community from Russia and China to the EU took a firm stand that it did not want Kosovo partition, Lehne said that he saw the solution to the northern Kosovo issue in the balance between the two interests. “This is possible by means of a true autonomy of north Kosovo, greater than the one envisaged by the Ahtisaari Plan, which would enable Serbs to govern their lives, while in legal terms the north would be a part of Kosovo,” he explained.
