EU mediator Robert Cooper was quoted as saying that in the search for a solution to the crisis in Kosovo, it was "irrelevant who created the problem". According to a Tanjug news agency report, quoting an unnamed diplomatic source in Brussels, Cooper is also of the opinion that efforts need to be invested into continuation of the dialogue instead of looking for the responsible bodies, because Belgrade and Pristina need to cooperate. Submitting the report on the situation in northern Kosovo-Metohija to EU institutions, Cooper insisted that the dialogue has to go on so that certain progress could be made. According to Tanjug's diplomatic sources, Cooper's report comprises three points on which all 27 EU members agree. The source specified that the first point refers to the necessity to reduce tensions in the field, the second one is the need for finding an interim solution and on this point the international community stands united, while the third and the most crucial point is for the dialogue to continue and thus make it possible for certain progress to be made. Tanjug's source said that during the meeting, Cooper quoted views of representatives of both sides with whom he conferred in the field, and stated that the messages he delivered to representatives of Belgrade and Pristina refer to a wider context than that of the current situation and problems connected to road blocks. Cooper reiterated that the dialogue is the only way to solve open issues between Belgrade and Pristina, the source said. The current crisis in the north escalated when the Kosovo Albanian authorities in Pristina sent their police unit to try and take over administrative line checkpoints and enforce a ban on entry of goods from Serbia to the Serb north. Serbs are a majority in this part of the province do not accept the authority of the Kosovo Albanian institutions, which in February 2008 unilaterally declared independence - a move rejected by Serbia.
