MUP-EULEX agreement expected this month

The Serbian interior ministry (MUP) is expected to sign a cooperation protocol with the EU mission in Kosovo, EULEX, during September. Authorities in Belgrade says this is a technical issue, "since cooperation is already in place". Although the representatives of Kosovo's temporary institutions are categorical in their claim that talks on the announced protocol are over, international officials are still trying to find an acceptable solution. Pristina is warning that EULEX risks deteriorating relations because the mission "arranged the protocol with Belgrade without their participation". EULEX officials are saying they "do not intend to circumvent Pristina while signing the protocol, and that they do not wish to act independently of Kosovo's institutions". The American administration officials are yet to publicly state their position on the announced MUP-EULEX document. Kosovo Albanian leaders in the meantime also consider the fact that the protocol mentions UN Secretary-General Ban Ki-moon's six-point plan as contentious. The plan that last fall allowed official Belgrade to agree to EULEX's deployment in the province, was rejected by ethnic Albanian leaders. They also object that the announced protocol "will not be signed by Kosovo". In Belgrade, officials are repeating that the agreement is "in Serbia's interest". MUP's foreign affairs and European integrations office chief, Drazen Maravic, says that "contacts and cooperation with EULEX already exist and that their formalization is necessary". According to media reports in Kosovo, EULEX has prepared "two more protocols on cooperation with Serb officials in the customs and judiciary sectors", which "should be signed by the end of October".
