Ahtisaari for conditional independence?

The 53-page document which Ahtisaari filed on October 21, pays special attention to human rights, community rights, displaced and disappeared persons, the decentralization of the local government, property rights, interpersonal debts, security, constitutional organization and elections, civil and military international presence.

Ekspres cites an unnamed source from within the Contact Group, stating that the document does indirectly call for independence.

“The word ‘independence’ does not appear in the document, but it is clear that the jurisdiction which is being given leads to independence with limited sovereignty,” the source said.

According to the source, the Albanians will receive a country with limited sovereignty, while the Serbians will understand that they have finally lost sovereignty over Kosovo.

“Nothing which was not already expected will happen, both sides already knew that it would end this way, more or less.”

The unnamed diplomat said that the international community will continue its presence in Kosovo, with a certain level of authority. Kosovo will, he adds, be a state without a seat in the United Nations, without a Foreign Affairs Minister and military.

The source stated that the UN Security Council will pass a decision for a new resolution which will replace Resolution 1244. Then, the Kosovo Parliament will adopt a new constitution, in which it will be stated that Kosovo is an independent country.

The diplomat told Ekspres that Ahtisaari would not accept the Kosovo Albanians’ insistence for full independence, but that it will have the right to formally request independence after two to three years.
