CoE: Independence for peace

The draft resolution was put together by Lord Russell-Johnston, a rapporteur of the CoE’s Political Committee, and will be put up for discussion on January 24. UN Kosovo envoy Martti Ahtisaari is expected to take part in the session.

The draft resolution, available at the Council of Europe web site, states that Kosovo’s unsolved status jeopardizes Western Balkans’ political stability and stresses that the CoE, regardless of the negotiation’s outcome, remains determined to help Serbia and Kosovo face the challenges lying ahead.

Kosovo’s status, the draft resolution further says, must be urgently defined in order to create the conditions for the development of responsible and representative institutions in Kosovo, boost the economic growth and contribute to the development of the neighborly relations in the Balkans.

Merkel: Kosovo decision must strike balance

The German Chancellor told Reuters that a Kosovo status decision must bring "maximum" satisfaction to the citizens of the province without stirring turbulence in Serbia.

"We need maximum satisfaction in Kosovo but also satisfaction, or at least no turbulence, in Serbia," Angela Merkel said in an interview ahead of Serbian elections on Sunday.

She added that everything will be done to “negotiate astutely while still moving ahead with political decisions".
