“EU candidacy along with Hague cooperation”
EU foreign ministers are expected to request an “opinion on Serbia’s readiness to receive a candidate status” from the EC on Monday in Luxembourg.

EU foreign ministers are expected to request an “opinion on Serbia’s readiness to receive a candidate status” from the EC on Monday in Luxembourg. The EU foreign ministers will request an opinion on Serbia’s EU candidacy bid but they will also stress Belgrade’s obligation to cooperate with the Hague Tribunal. “EU candidacy along with Hague cooperation” The Belgian EU presidency announced this today and explained that 26 EU member states advocated Serbia’s new step toward the membership in the EU while the Netherlands was against it. An unnamed high official of the EU presidency says that political aspect of the decision is still being discussed among the EU member states, since there are countries that object explicitly stating the obligation to arrest and extradite the two remaining Hague indictees. It basically remains to be seen whether new Dutch foreign minister will accept a formulation which generally points out necessity of Serbia’s cooperation with the Hague Tribunal aside from requesting the opinion from the EC. The Belgian official explained that the Dutch parliament had allowed such possibility although it primarily requested that the entire process was delayed until December when the Chief Hague Prosecutor would submit his regular report to the UN Security Council. Several partners in the EU are keen to mention that the two remaining Hague fugitives need to be arrested in order for Serbia to make progress toward the EU, while it appears that most of them do not want that, other officials of the EU Council of Ministers pointed out. The Belgian EU presidency stressed that general opinion among the EU member states was that Serbia’s favorable steps regarding cooperation with the EU, especially regarding the dialogue aimed at solving the issue of Kosovo, needed to be respected. The Belgian official also repeated that Serbia was a key country for stability of the Western Balkans. When asked whether the EU foreign ministers would decide on Serbia’s candidacy bid by majority or unanimously, he said that it was a matter of agreement since the rule was not specific enough.
