Ethnic Albanians in the southern Serbian province could also decide to proclaim independence in mid-March, depending on who wins the presidential elections in Serbia. On the other hand, "if Nikolic wins, it will happen on February 9 or 10," according to the unnamed source cited by agencies. The Financial Times, quoting a EU minister, explained that recognition would take place "in three waves." "Some ten states will recognize Kosovo on the day independence is declared, 10 more countries will do it a little later, and the others after that," the unnamed minister told the London daily. According to this scenario, among the 10 countries to recognize an independent Kosovo first will be France, Germany, and the United Kingdom. Spain and Italy will be in the second round, Greece and Romania would do it later, according to this source. But the EU will not achieve unity over the issue as Cyprus is most probably the only state that will not recognize the independence of the province, the Financial Times said.
