The government coalition still has not managed to agree on the date for the coming presidential and local elections. The Constitutional Law stipulates that the elections have to be called by the end of the year. With parties still haggling over the system to be applied to the ballot, the outcome is still unclear. Ruling coalition to agree on election rules The Democratic Party (DS) believes that the majority system should be used, while the Democratic Party of Serbia (DSS) maintains that the proportional method best reflects the voters’ will. According to DS caucus chief Nada Kolundzija, the majority method adds to the degree of independence of elected representatives and deputies, as far as their relations with parties they belong to are concerned. “We believe it is important that voters know who they are giving their support to,” she said. She added that the Democrats were ready for an agreement, stressing that a consensus among the parties of the ruling coalition over the issue of coming elections was very important. “Prior to elections being called, deputies have to adopt a set of laws regulating local and presidential elections,” Deputy Speaker Rade Obradovic from the DSS ranks said. According to him, it is realistic to expect Parliament to pass all the necessary legislation in time for the election to be called by December 31. “Our position is that the proportional method best reflects the will of the Serbian voters, and it should be kept as such,” Obradovic said speaking on behalf of the DSS. He added that the threshold should be raised for the local ballot. “The majority of municipalities in Serbia number between ten and fifteen thousand voters, and a three percent threshold is not sufficiently indicative of the voters’ will. We believe that a five percent threshold would enable the municipal assemblies to function better,” he stressed.
