President Luiz Inacio Lula da Silva says the European Union's new immigration rules foster discrimination and prejudice. The EU Parliament has approved new procedures for expelling undocumented residents that could affect the estimated 400,000 Brazilians living in Europe, most of them illegally. Silva says that the problem of illegal immigration is not solved by prohibiting the poor from entering Europe. "It is solved by helping poor countries grow and develop."
