The two discussed the current political situation in Bosnia-Herzegovina, the required reforms and the challenges that the country faces. Spiric added that signing the Stabilization and Association Agreement with the European Union was Bosnia-Herzegovina's chief priority, and he asked the American administration for help on Bosnia's road towards European integration. The Bosnian official talked about constitutional reform and said that it was a great shame that the “April package” of reforms had not been adopted, adding that an extension of the Dayton Accords would be the best way to secure constant progress for Bosnia-Herzegovina towards Brussels and Washington. He said that drafting a completely new Constitution would be an unrealistic goal. Burns said that he fully supported Bosnia's European integration and stated that the U.S. and Bosnia-Herzegovina had always been friendly and would continue to be so. He added that he hoped no-one within Bosnia-Herzegovina would want to tie the cases of Republic of Srpska and Kosovo, stressing that those were two completely different issues.
