Slovak Foreign Minister Miroslav Lajcak said that the number one question concerning Serbia for the EU is whether Hague cooperation will be completed. “Hague Chief Prosecutor Brammertz told us that cooperation is at an acceptable level, even though his report was not as positive as it was six months ago,” he said. It is not an artificial speeding up of the process, but a normal step,” Lajcak said. He also said that Serbia wants its candidacy application to be forwarded to the European Commission, but that it has not received the support from the EU for this step. He said that the process must unfold step by step. Lajcak, who is vary familiar with the region and has worked in Montenegro and Bosnia-Herzegovina, said that Montenegro is making good progress toward the EU. “Today, Montenegro is on the path to the European Union and NATO and is one of the most progressive countries in the region,” Lajcak said. He said that Podgorica has its problems with administrative capacities, corruption, and other issues, but that it is a very successful country. Lajcak said that Montenegro has a strong government that is fulfilling all its obligations to the EU, and that it is a serious partner. He claims that Bosnia-Herzegovina still faces problems that were around when he was the International High Representative there, adding that the central issues in the country include constitutional changes, the relations between the state and its entities, and the creation of a functioning state. “Bosnia-Herzegovina is not in crisis, but it is making progress too slowly,” Lajcak said.
