Kosovo President Fatmir Sejdiu said that the strategy for establishing order and rule of law in northern Kosovo is very important. He said that there are “parallel structures that have violated the law” in the Serb-dominated north. Sejdiu calls for "order in north" Sejdiu told Radio Deutsche Welle in light of the two-year anniversary of Kosovo’s unilateral independence proclamation – which official Belgrade, as well as Serbs in the northern areas of Kosovo reject – that the "strategy could have been implemented earlier", and that the arrival of the EULEX mission in the north was "delayed unnecessarily". Asked whether it is possibly that force will be used against the "parallel structures", he said that he has never said, and would never say that force should be used against any citizens of Kosovo. “But, I say that we must work energetically to establish law and order. Those who are responsible, should face the law. However, close cooperation is needed with international institutions in order to secure total stability in the country, Sejdiu said. He said that there are people in Serbia who “still believe that Kosovo should be partitioned, but the answer we give is – no.” Commenting on the fact that there have been no new recognitions of Kosovo recently, Sejdiu said that "some countries are probably waiting" for the opinion of the International Court of Justice on the legality of Kosovo’s independence proclamation, adding that he expects “positive progress in the way on new recognitions.” Sejdiu said that the ICJ cannot “overlook the strong arguments that Kosovo had in the moment of proclaiming independence,” adding that he does not thing that “international resistance exists to the Kosovo people having the right to decide for themselves.” The so-called strategy for integrating northern parts of Kosovo under the Kosovo Albanian government's control was drafted by Pristina and the International Civilian Office (ICO), it was announced. Serbs in the north, Belgrade and Moscow, all dismissed the idea.
