Serbian parliament has convened today to start a debate on the draft government and ministries law, which must be adopted before a new cabinet is formed. Much of the debate so far has been devoted to procedural issues. Parliament meets to debate law on govt. According to earlier announcements, a new cabinet is expected this week, and is to be comprised of the parties led by the Democrats (DS) and the Socialists (SPS). This government, expected to be headed by DS candidate Mirko Cvetkovic, is proposed to have 24 ministries and three vice premiers, one of which would at the same time be deputy premier. The draft law also envisages that prime minister will hold a decisive vote in the government decision making process. The opposition parties have announced yesterday that they will not support the draft. Serbian Radical Party (SRS) MP Vjerica Radeta said that this party's lawmakers will vote against the law, because they have a number of objections to it. Deputy whip of the DSS-NS group Miroslav Markicevic said they are against the proposed laws because of the size of the envisaged government which will, as he put it, “be one of the largest in the world”. Liberal Democratic Party (LDP) officials Zoran Ostojic and Ivan Andric announced that the party will not vote for of the draft because of a large number of ministries proposed, as well as because of “the concessions made to the Socialist Party of Serbia.” In an interview yesterday, DS leader Boris Tadic, who in his capacity of Serbia's president proposed a nominee for prime minister, said that "all the personnel solutions in the new government are solved" and that it is expected to be formed in mid-week. The likely new cabinet will be the largest since the ousting of Slobodan Milosevic in October 2000, with twice as many portfolios as most European governments. Economists and opposition say that this will have negative economic consequences for Serbia.
