France, the UK, Germany and Italy have asked EU member-states to “take responsibility” over Kosovo. In a letter from foreign ministers to EU member-states, seen by France Presse, it is stressed that the resumption of the negotiating process, whose deadline expires on Monday, would be “unnecessary” and could even lead to a further deterioration of relations between Belgrade and Pristina. "EU must assume responsibility for Kosovo" A week ahead of an EU summit where the 27 member-states are due to adopt a declaration on Kosovo, representatives from the four countries are calling on their partners to “play the role of instigator in order to bring the negotiating process to a close.” The member-states have been asked to be “ready, in cooperation with the UN secretary general” to send a significant political mission to the province and provide “an important contribution” to the EU mission that is planned to assume control from the current UN mission. France Presse says that the four countries in question have already expressed their readiness to recognize Kosovo independence, adding, at the same time, that four member-states are particularly opposed to such a step: Spain, Greece, Slovakia and Cyprus. The four signatory countries have expressed their hope that together with strong EU support, they will receive UN approval to send a mission, in spite of opposition from Russia, who has the right to a veto in the UN Security Council. Nonetheless, the letter states that Kosovo independence “would clearly cause hardship for Serbia, who has always opposed this. For that reason, the letter’s signatories have called on support to be offered to Serbia to accelerate her path to EU membership.”
