The Contact Group cannot decide on Kosovo instead of the UN, but it can prepare the decision for the Council to adopt.

He argued that the shifting of the Kosovo debate back to the Contact Group should be regarded as normal.“I would like to remind that Martti Ahtisaari was the one who moved the discussion to the UN Security Council in March, without consulting the Contact Group first."
"The group had previously established principles that excluded the partition of Kosovo, adjoining of the province to another state or restoring the state of affairs prior to 1999,” Janjić said.
According to him, the Group should solve the role of the UN Security Council in Kosovo after the status has been settled, since Russia will probably demand to exclude the International Steering Group (ISG) as an oversight mechanism from Ahtisaari’s proposal.
The Contact Group will also have to create terms under which Belgrade and Priština could, in direct negotiations, improve their interests with respect to Ahtisaari’s plan.
“September will see a very intensive diplomatic activity, first and foremost in the form of shuttle diplomacy, to determine the standings of Belgrade and Priština. If both sides were cooperative, a sort of a conference based on Contact Group’s principles might be organized,” Janjić argued.
“If a side is not being constructive and chose to leave the process, the status would be settled in its absence. If the sides are not able to agree, the Contact Group will have the final say.”
Janjić reminded that Russia’s position was not the one of rejection of Kosovo’s independence.
“Should it come to creation of an independent Kosovo, Russia would demand that both sides consent to it, along with guarantees that the self-determination principle might apply to other cases in the world as well.”
