They also considered ways of reaching an agreement on the future status of Kosovo, primarily the French President Nicolas Sarkozy's idea proposing additional talks on Kosovo.

According to German Foreign Minister Frank-Walter Steinmeier, the ministers established that the key question was whether the process for finding a formula for the Kosovo status should continue solely with a debate in the Security Council, or whether it would be necessary to seek a solution through some other means.

"There is also the question of automatism," Steinmeier said, meaning whether to continue looking for a solution through the Security Council or whether "some new process for seeking the final solution for the Kosovo status should be found."

"There is still no text that could lead to an agreement on the resolution on Kosovo in the Security Council," Steinmeier added saying, "we have discussed that and agreed that a Security Council resolution is necessary. We want that resolution to be adopted because it would be the basis for an international and possible EU presence in Kosovo."

Concluding the meeting, the EU ministers stressed that it was necessary to find a solution to the Kosovo status quickly, citing it as the important basis for a democratic and multi-ethnic Kosovo, which would fulfill the requirement to establish the rule of law and for the preservation and strengthening of regional stability.

"The EU Council of Ministers reiterated the view that the resolution on the Kosovo status is a special case, which cannot form any sort of precedent" for resolving other disputes in the world.

The ministers also hailed the resumption of the Stabilization and Association talks between Serbia and the EU and praised Serbia's progress in cooperation with the Hague tribunal.

The ministers further emphasized that Serbia's future was in the EU. They added that the EU was determined to work together with Serbia on reaching that goal, but requested that Belgrade should ensure the extradition of the remaining indictees to the tribunal.
