Head of the OSCE Mission in Kosovo Werner Almhofer expects the Belgrade-Pristina dialogue to change circumstances regarding the Kosovo issue. He has assessed that joint Switzerland and Serbia's OSCE presidency would bring new initiatives in the region. He said that the presidency program still had not been finalized and that he expected Serbia and Switzerland to come out with an initiative for the western Balkans. Commenting on the announced closing of the International Civilian Office (ICO) in Kosovo, Almhofer said he did not expect OSCE to take over ICO’s duties because there was no consensus on the Ahtisaari plan in the UN. According to him, OSCE is already dealing with some of the issues that are ICO’s responsibility, such as implementation of laws and the issue of status of communities in Kosovo.
