British Ambassador to Serbia Michael Davenport has said it is necessary to talk about the topics that President Boris Tadic mentioned in his plan for Kosovo. He told daily Blic that the implementation of the agreements between Belgrade and Pristina and enabling Kosovo to take part in international meetings would build trust necessary to discuss the Kosovo issue. “Building of trust necessary for Kosovo issue" “Trust needs to be built first, it is necessary in order to start a wider discussion,” the ambassador explained. Davenport assessed that the Ahtisaari plan contained the biggest guarantees for Kosovo Serbs, “especially in those fields that President Tadic mentioned in his speech at the UN General Assembly and recently in his interviews, about the enclaves in the south, Serb community in the north, religious and cultural heritage and protection of property”. “It’s his right to point out those four topics and they certainly belong in the circle of issues that need to be discussed. But I repeat, it is necessary to carefully look what in that sense the Ahtisaari plan has to offer,” the British diplomat pointed out. Tadic recently told weekly Nedeljnik that a solution for Kosovo needed to contain four important points – a special solution for the Serbian Orthodox monasteries and administration of the monasteries, special guarantees for the Serbs in enclaves, regulation of the Serbian citizens and state's property issues and a special solution for northern Kosovo. Davenport pointed out that there were no differences between the EU member states when it came to the criteria Belgrade needed to fulfill in order to get the EU candidate status in March. He stated that the European Council made it clear that Serbia made significant progress but that the EU expectations had much to do with the regional cooperation. “It is necessary for Belgrade to reach an agreement with Pristina that would enable Kosovo’s full participation in regional meetings,“ the ambassador was quoted as saying. When asked about the so-called parallel institutions in northern Kosovo, he said that he did not expect them to be abolished soon but that he expected “that the institutions will begin to function properly in time”. Davenport added that the referendum in northern Kosovo would not contribute to the solution of the problem. Michael Davenport (Beta, file) Blic Tanjug
