Ban Ki-moon urges Kosovo solution

The report comes as the United States and European Union members debate whether to call for a vote on a Kosovo independence resolution that Russia has rejected as unacceptable, or engage in further negotiations to try to win Moscow's support, AP reported.

However, Ban has warned that “while Kosovo's overall progress is encouraging, if its future status remains undefined there is a real risk that the progress achieved by the United Nations and the provisional institutions in Kosovo can begin to unravel."

Ban stressed in the report that Ahtisaari's proposal and recommendations "contain the right elements for a sustainable solution to Kosovo's future status, including continued international supervision."

He said he welcomes and is "encouraged by the continuing commitment to standards implementation" shown by Kosovo's provisional government institutions.

"There has been concrete progress in many areas of standards, although results in some areas have been mixed and clearly much remains to be done," he said.

One key problem is that Kosovo Serb political leaders have continued a "near-total political boycott of Kosovo's central institutions, and were encouraged to do so by the authorities in Belgrade," Ban said.

A technical assessment of progress in implementing the standards, included with the report, listed a series of challenges for Kosovo ranging from putting more women in senior positions and encouraging greater minority participation in the civil service to protecting witnesses from intimidation and tracking discrimination cases.
