Strong winds that strive to break what is in their path are blowing today, like in the past, which is why unity and wisdom are needed, so Serbia could create new values through planned actions, he stated.

During the Middle Ages, "when many did not exist," the Serbian people set themselves high goals and strove towards exalted ideals, he stressed.

They built cultural monuments and religious buildings and followed the European standards of that time until the Ottoman rule came and halted Serbia's cultural and material development.

The liberation and restoration process began on February 15, 210 years ago, with the start of the First Serb Uprising against the Ottoman rule, he remarked,.

The history of the Serbian constitutional tradition begins with St. Sava in 1219, which was the first Serbian constitution and one of the oldest documents of its kind in the world, he remarked, adding that the second such document in Serbia was Emperor Dušan's Code from 1349 and 1354.

Several laws of constitutional character were adopted during Karađorđe's time, he said.

"The constitution from February 15, 1835, which Serbia celebrates today is the third in its history, but its first modern one," he emphasized, adding that it, as well as many other Serbian constitutions, had been named after an Orthodox religious holiday.

"That constitution was the means of national liberation. It limited the rights of the ruler and protected human rights and freedom," Nikolić stressed.
