Miroslav Lajcak says that it was clear Kosovo’s independence declaration would effect the entire region. But the international high representative in Bosnia-Herzegovina told Banja Luka daily Glas Srpske, that the Kosovo declaration has no direct ties with Bosnia-Herzegovina, and added that they are "two completely different situations". Kosovo and Bosnia “not the same” “I categorically reject any effort to falsely tie together Kosovo and Bosnia-Herzegovina,” Lajcak said. He added that he “expects that domestic political leaders will refrain from making any kind of parallels and keep their activities in accordance with Bosnia-Herzegovina’s priorities, with full respect towards the constitution and the peace agreement.” But Lajcak added that Bosnia-Herzegovina could become a hostage of the Kosovo situation. “Any kind of incident, even the smallest one, would be counterproductive. I expect the police to hold the security situation under control, and the politicians to work on securing peace,” Lajcak said. Asked about the possibilities of holding a referendum in the Republic of Srpska, Lajcak said that the Bosnia-Herzegovina constitution does not provide grounds for the possibility of a referendum, adding that any kind of talk regarding the matter would be "unconstitutional". “Irresponsible individuals are trying to tie together the questions of Kosovo and Bosnia-Herzegovina. We reject such actions," Lajcak said. He said that “Bosnia-Herzegovina is not an open question" and that he "expects the political leaders of the Republic of Srpska’s national assembly to work in accordance with the constitution and the Dayton Accord.” “The right to self-determination is not the right to secession, as some wish to assess it,” said Lajcak.
