Sergei Lavrov says some Western countries, primarily the U.S., "are the main obstacle to a Kosovo compromise". Their position that independence of Kosovo has no alternative represents the main obstacle for finding a compromise solution for the future status of Serbia's southern province, the Russian foreign minister said on Saturday. Lavrov blames U.S. for Kosovo deadlock According to him, Kosovo Albanian were "ready to review" elements of their independence demands. "Unfortunately, the orientation of some Western countries, primarily the United States, that independence has no alternative, about which they talk publicly all the time, is, of course, the main obstacle in the search for a negotiated solution," Lavrov said. The chief of Russian diplomacy added that this was "discussed in detail" at the Russia-NATO Council in Brussels Friday, but that, "judging by everything, the U.S. partners had not been reached." Lavrov also voiced hope that the UN Security Council would draw the relevant conclusions from the report submitted Friday by the mediating Troika. Meanwhile, Moscow's envoy to the Troika, Aleksandr Botsan-Kharchenko, told Tanjug that a EU Mission to Kosovo is not envisaged under UN Security Council Resolution 1244, unlike international KFOR and UNMIK forces, and this can be changed or modified only through a new resolution. "I believe that Resolution 1244 determines precisely the presence of KFOR and UNMIK and if any modification or change is needed, e.g. for an EU mission to replace UNMIK, a new resolution is needed as the basis of Belgrade's agreement to the EU sending a mission," the Russian diplomat said. Botsan-Kharchenko said that Moscow "repeatedly explained" its stand and efforts aimed at continuing Kosovo negotiations to the UN secretary-general.
