Parliamentary Speaker Oliver Dulic appealed on Tuesday to all political parties to reach agreement over local elections. Otherwise, he says, he will be forced to observe Constitutional Law and call elections on December 31. Speaker calls for election consensus Dulic told journalists at the National Parliament that a delicate situation had arisen because there were different interpretations of what he called an imprecise act - Constitutional Law. “Constitutional Law does not envisage the situation we found ourselves in following the death of Belgrade Mayor Nenad Bogadanovic, notwithstanding the fact that under the existing Law on Local Self-Government I am obliged to call elections 15 days after the mayor's functions have ceased,” Dulic said. However, he reiterated that, as far as Constitutional Law was concerned on the other hand, a provision did exist stipulating that the speaker was obliged to call local elections by December 31.
