Even though Belgrade proposes broad autonomy for Kosovo, new elements are emerging, Aleksandr Botsan-Kharchenko says. Russia’s envoy told Rosbalt news agency on Friday that these "new elements" testify to the readiness on the part of the Serbian government to provide Pristina with maximum authorities pertaining to the internal self-rule. Kharchenko: Compromise is necessary Asked whether there is a danger that Belgrade and Pristina might return to their previous positions in the dialogue, with Kosovo Albanians declaring independence unilaterally while the Serbian parliament reacts with undertaking “fierce measures”, the Russian diplomat said, “There are many forms of danger, but the Contact Group has means and strength to prevent and forestall any unfavorable developments in the region.” Speaking of Russia’s stance on the issue, Kharchenko said that his country was still advocating full implementation of the standards before the completion of the status process. “Creating conditions for normal life and return of the exiled persons is a necessary prerequisite, as the status can not be appropriately settled without it,” he warned. “The Kosovo Albanians must realize that the goal is not the proclamation of independence, rather a compromise. Promises of independence will raise ethnic Albanians’ expectations and distance them further away from seeking the compromise. Such political signals are inadmissible,” Kharchenko said. “We are against any deadlines and limitations,” added the Russian envoy to the Troika. “December 10 does not represent the end of the talks.
