Kosovo prime ministerial adviser Dukagjin Gorani spoke to reporters yesterday in Pristina. Gorani said that “an awareness exists among Kosovo citizens and the political elite that Kosovo will not have full independence in the sense of a nation-state, and that it is time that the majority population assumed responsibility.” Ceku adviser: Kosovo won't have full independence “Kosovo should strive for independence not as an exclusive territorial category, rather an inter-dependence in the sense of full respect for human rights and citizens’ sovereignty,” he told Beta. The prime ministerial adviser added that from the point of view of political and party manifestos, the idea of creating a nation-state was very often manipulated “even though it is perfectly clear that it is a process that doesn’t just include the Kosovo Albanians.” “They’re not the ones that decide - Kosovo independence as a solution is a part of an international process,” Gorani explained. He stressed that the whole experiment of Kosovo self-determination was based on the idea that civil sovereignty was compatible with the principles of the developed world, and implied “limited sovereignty, limited independence and great willingness for cooperation.” In the prime ministerial adviser’s opinion, “The period of supervised independence will end when Kosovo becomes a fully-fledged member of the EU, where there is no unlimited or complete sovereignty either.” “NATO, KFOR and international institutions monitor the entire security umbrella in Kosovo, and regional security is part of western Europe’s security concept,” stressed Gorani. As regards internal security, he said that everything depended on the political will of the citizens, and above all, on Kosovo's political forces to assume responsibility for events to follow. “You have this minority syndrome and the unwillingness to assume responsibility. They have to know that with the status of the majority population comes majority responsibility, and that the majority population assumes responsibility for everything that goes on in Kosovo,“ concluded Gorani.
