BRUSSELS EU FMs will send a “message of encouragement” to Serbia regarding the start of the EU accession talks at a meeting on December 10, Beta has reported. The EU foreign ministers will on Monday and Tuesday in Brussels point to good results of the latest round of the Belgrade-Pristina talks, primarily the agreement on the integrated crossings management, a European Commission (EC) official said on Friday. Serbia to get “encouraging message” on Dec. 10 He added that he could not say what would be said in the foreign ministers’ conclusions because the EU officials were still discussing the issue. “There is no doubt that important progress was made in the Belgrade-Pristina dialogue,” the EU official said when asked whether the EU foreign ministers would say in the conclusion that Serbia was close to fulfilling a key condition, which is the normalization of relations with Pristina. EU High Representative for Foreign Affairs and Security Policy Catherine Ashton will inform the EU foreign ministers about the latest meeting between Serbian and Kosovo Prime Ministers Ivica Dacic and Hashim Thaci, the beginning of the implementation of the integrated crossings management agreement and appointment of so-called liaison officers in EU delegations in Belgrade and Pristina. Sources from the EC point out that several important agreements have so far been reached in the Belgrade-Pristina dialogue, including agreements on the freedom of movement, exchange of cadastre and birth records, customs stamps and regional cooperation. According to the source, the 27 EU foreign ministers will on Tuesday officially adopt conclusions on the Western Balkans, especially on Serbia’s chances to get a date for the beginning of the EU accession negotiations. He added that he could not say what would be said in the foreign ministers’ conclusions because the EU officials were still discussing the issue.
