The Serbian parliament continued its debate on the Draft Law on National Councils of Minorities, which received about 170 amendments. The basic problem that the draft law must solve, according to an explanation accompanying it, is regulating authority and creating conditions for a democratic election of national councils, which will guarantee that the selection as a result of the united will of the members of a minority group. Parliament debates national councils The law clearly and precisely defines the authority of the councils in the fields of culture, education, information and official use of language and alphabet, regulates the process of their election, provides a new way to regulate and finance these bodies, and also regulates all other issues of importance for the work of national councils. A national council will have a statute, president, executive branch, committees for education, culture, information and official use of language and writing, at least 15 and 35 members at most, which depends on the numbers of a minority population, while the mandate of all council members lasts four years. MPS have so far finished debating 20 drafts in detail, and along with this, amendments to three proposed laws are on the agenda of the 11th emergency session of parliament which began on July 16. These are the drafts for confirming the financial agreement between Serbia and the European Investment Bank and the National Bank of Serbia “the apex loan for small ad medium-sized companies”, the loan agreement (additional financing of health projects) between Serbia and the International Bank for Reconstruction and Development, and on government debts to the Alpha Bank, Vojvodina Bank and Piraeus Bank. Parliament debates national councils
