Serbia’s priority in European integration should be unfreezing the Stabilization and Association Agreement (SAA), says Deputy Prime Minister Bozidar Djelic. Djelic and EU Enlargement Commissioner Olli Rehn agreed in Brussels yesterday that Serbia’s priority should be work on EU integration and cooperation with the Hague Tribunal in order to establish a consensus within Brussels over the application of the SAA, he told daily Danas. Djelic: SAA must be priority “That path guarantees an effective membership application, then receiving candidate status and opening negotiations,” the minister explained. It was agreed with Rehn that Serbia would be one of the themes at the EU Council of Ministers in October and if no consensus was reached then, there was also the EU summit in December, he pointed out. EU officials will by then have received Hague Chief Prosecutor Serge Brammertz’s latest report. “It’s not in Serbia’s interests to try to make a short-term marketing breakthrough without any tangible progress,” Djelic said. “The chances are that the European Commission’s report will be the most positive to date,” said the minister. He said that Rehn had conveyed the EC’s view that it was time to apply the Interim Trade Agreement with Serbia. ”Cooperation is the best way for Serbia to work with the EU. That includes a decision on pinpointing the right time for submitting an EU membership application. Our rules are clear. The SAA needs to be signed—specifically, its key part, the Interim Trade Agreement. Therefore, it’s necessary for the interim agreement to come into force in order to take the next step towards candidacy,“ Rehn said yesterday after talks with Djelic. Djelic, Rehn (FoNet, archive)
