"A cap is not per se unethical - a cap could help to maintain acceptance. Without acceptance, a society cannot be open and receptive. Politicians have to reconcile citizens’ desire to see their society continue to function and the humanitarian urge to help those in need of protection," Gauck said.He at the same time stressed that "drastic actions such as a complete closure of the door to refugees, as urged by populists and the right-wing, is not an option."
A heated debate is currently underway in Germany about whether the country will be able to cope with the 1.1 million refugees who arrived there in 2015.
German Chancellor Angela Merkel has also rejected calls to close German borders and instead promised "a tangible reduction" in the influx in the coming months, counting on a series of measures taken at national and EU levels.
At the same time, the Dutch presidency of the EU said it had a plan that would significantly stem the flow of refugees and migrants "within six to eight weeks" and protect EU's borders.
