Germany is not to blame for the stream of Syrian refugees in Hungary trying to board trains headed for Germany, Angela Merkel said on Tuesday.

"Germany not to blame for refugee situation in Hungary"

"German authorities have advised officials not to send Syrians back to the first European Union country where they arrived, as EU rules stipulate," AP reported.

The German chancellor, who was meeting in Berlin with Spanish PM Mariano Rajoy, said Syrians "do have a high chance of getting asylum but that should be no surprise and should actually be similar in every European country."

Merkel and Rajoy called on the European Commission to "act" on the issue of refugees, the German media reported.

Merkel stressed that asylum centers are needed in Greece and Italy where those seeking assistance would be registered. Safe countries of origin "should then be determined together" and refugees "distributed fairly" across the 28 EU states.

"We must speak about the criteria," she said, and rejected accusations that her country was avoiding implementing international rules when it comes to refugees.

"We should not be accusing each other... but should change something," she told a news conference.

Earlier in the day Hungarian authorities started preventing migrants from boarding trains headed for Austria and Germany.
