Environmental Protection Minister Oliver Dulic said that Serbia is one of the least energy effective countries in Europe. He said that one of the main problems in the country is the question of completing unfinished homes. Serbia extremely energy ineffective He added that a lot of energy is wasted and lost because of the fact that insulation material is not included in the structures. According to his ministry, insulation material costs EUR 2,500 per 100 square meters. Dulic added that the energy saved within the house by insulating would be an investment that would pay itself off in several years. Dulic said that the new law for planning and construction is the first to contain a legal obligation for all newly built homes to be more energy efficient. He said that there is a working group creating a decree which calls for a new set of rules, technical standards, necessary information and documents for every new building being built in order to receive a certificate of energy efficiency.
