Acting high international representative in Bosnia Raffi Gregorian says that a new high representative should be named by March 1. The position was made vacant when Miroslav Lajcak was appointed Slovakia's foreign minister. "New Bosnia high rep by March 1" "The goal is to have a high representative that will have a dual role as EU special representative, which reflects a continued intention to undertake the transition of the OHR [Office of the High Representative] into the Office of the EU Special Representative, when all the goals and the conditions of the Peace Implementation Council [PIC] Managing Board have been met," Lajcak's deputy said on Saturday. Gregorian added that consultations were underway with PIC member countries that are not EU states in order to make sure that the EU candidate is also acceptable as high representative. He described the political situation in Bosnia-Herzegovina as still difficult, but said that the so-called Prud agreement reached by the country's politicians "had shown that there can be compromise on essential issues". Asked how the international community would likely react if the three constituent peoples' representatives were to agree to form a third, Croat entity, once they resume talks in Mostar, Gregorian said that "there cannot be unilateral changes in Bosnia", whether they concerns previously adopted constitutional reforms or the Constitution – which is the Dayton Agreement Annex 4. He also said that on the issue of the status of the Republic of Srpska (RS), the Constitution cannot be changed without consent from other constituent peoples.
