Belgrade respects international obligations and Germany's position - but will not allow everyone else to close their borders and have refugees stay in Serbia.

FM: Serbia won't allow refugees to stay

A Ministry of Foreign Affairs statement also quoted him as "stressing that not a single crisis in the past ten years originated in the Balkans," and adding this concerned economic and migrant crises and international terrorism.

"There is, however, the possibility of us now becoming the victim, because Serbia's geographic position is tricky, we are surrounded by the EU - Greece, Bulgaria, Romania. Migrants are coming to you from the Middle East and Africa - to us, migrants are coming from the EU. For how long will we be the victim of your inability to protect your external borders?" Dacic asked.

The gathering also heard about experiences of current and former countries presiding over the OSCE and the EU, "in the context of current diplomatic challenges in Europe." Dacic said that Serbia's 2015 chairmanship over OSCE had achieved "a number of important results."

Also in Munich on Thursday, world powers announced they reached an agreement on a ceasefire in Syria that should come into effect within a week.
