Late last night, parliament adopted the Laws on the Government and Ministries. The laws envisage the creation of the post of a first deputy prime minister and the institution of a so-called “golden vote” for the prime minister should government votes end in a tie. Laws adopted, new govt. on Monday 129 MPs voted for the laws, 28 voted against, while Serb Radical Party MPs abstained. The next session will be held on Monday, when the new government is expected to be elected. The government will be made up of the coalitions gathered around the Democratic Party (DS) and the Socialist Party of Serbia (SPS). According to the newly adopted Law on Ministries, the first deputy prime minister will have the same powers as the prime minister, save the ability to call elections or dismiss cabinet members. Moreover, the first deputy prime minister will have the authority to help the prime minister lead the government and maintain the government’s common political functioning. According to the coalition agreement, Prime Minister-elect Mirko Cvetkovic will name SPS leader Ivica Dacic as his first deputy prime minister. Under the amended Law on the Government, the new cabinet will have 28 ministries, while the “golden vote” rule will be applied to avert possible deadlock within the government. According to DS officials, the new cabinet might be named as early as Monday.
