The EU announced Friday Serbia would be offered early membership on two conditions. The first is full Hague cooperation and, second, the country's recognition of Kosovo independence. According to conclusions reached at the Brussels summit, the EU agrees that the status quo is untenable and that a solution needs to be found. However, French President Nicolas Sarkozy came out firmly for independence, saying that a condition for Serbian EU membership was recognition of Kosovo independence, and, at the same time, dismissed warnings that an independent Kosovo could create problems in other countries. German Chancellor Angela Merkel said that the possibility of signing the Stabilization and Association Agreement (SAA) with Serbia should be considered together with the solution of the Kosovo crisis. “Serbia, as the region’s lynchpin, must not destabilize,” warned Merkel. UK Prime Minister Gordon Brown announced that he would discuss the decision to send a mission following a meeting of foreign ministers on January 28. Romanian Prime Minister Calin Popescu-Tariceanu told the summit that his country would not recognize an independent Kosovo. Tariceanu stressed that Romania “will not recognize an independent Kosovo” as he had “serious reserves over the way status is being decided and the possible ramifications for the west Balkan region.” Meanwhile, Dutch media reported last night that Holland had blocked the initiative to accelerate Serbia’s EU integration. They quoted the Dutch foreign minister who said the SAA would not be signed until Ratko Mladic was in the Hague. “I want Mladic in a airplane before I sign the agreement,” said Maxim Verhaegen.
