The Kosovo memorandum presented to the CoE Wednesday is not binding, Lord Russell-Johnston told Tanjug. The document, looking into the situation in the province, a draft of which was presented the Council of Europe (CoE) Parliamentary Assembly political issues committee today, is of informative character, Johnston, its author, told the agency in Strasbourg. Johnston: Non-binding Kosovo memorandum Johnston said that the aim of the memorandum was to inform members of the political committee about the course of negotiations on future Kosovo status. The British parliamentarian specified that the document "did not contain conclusions and recommendations," but that it was "just conveying what the main players in the decision-making process are saying about the status of the province." The CoE Parliamentary Assembly will not vote for a resolution based of this document, he specified. Earlier, Prime Minister Vojislav Kostunica, told Tanjug after his meeting with Johnston that the standpoint of the British parliamentarian was "completely unchanged with respect to the independence of Kosovo-Metohija." Kostunica that he used his meeting with Johnston, as well as with U.S. Under Secretary of State Nicholas Burns last week in New York, to do "everything to convince those who do not agree with us it was time to try to reflect on their stand, proceeding from the reasoning that what is happening in Serbia today with Kosovo is something that can happen tomorrow in other countries." Head of the Serbian delegation at the Parliamentary Assembly session Milos Aligrudic called Johnston's draft memorandum "very insulting for Serbia and for Serbian politicians." "Lord Johnston is once again biased. He is clearly taking the side of independence for Kosovo and Metohija and in this way contributing to Kosovo Albanians disassociating themselves from true negotiations," Aligrudic said of the draft.
