Diana Dragutinovic says RSD 130bn (some EUR 1.4bn) of Serbia's budget money are spent in an "unknown manner" each year. "The budget never showed how money from project loans, donations and EU development assistance funds is being spent. All in all, we likely don't know how RSD 130bn is spent annually," the finance minister was quoted as saying. This could also be described as a structural imbalance, she continued, and added this meant that expenditures were higher than the GDP by three to four percent. Dragutinovic said that a budget deficit was "not a bad thing in itself, but a normal instrument for government use if, and only if, it was the result of investments and a stabilizing policy".

Speaking at a meeting organized at the National Bank of Serbia, NBS, Dragutinović stated that she "inherited" an irresponsible fiscal policy as she joined the government.

This could also be described as a structural imbalance, she continued, and added this meant that expenditures were higher than the GDP by three to four percent.

Dragutinović said that a budget deficit was "not a bad thing in itself, but a normal instrument for government use if, and only if, it was the result of investments and a stabilizing policy".
