Spatial Planning and Environment Minister Oliver Dulic has stepped into the dispute over compensation for the failed Horgos-Pozega highway concession. He said that the deal had included precise financing deadlines. Dulic steps into concession dispute “When it comes time to arbitration, these will be questions for the judges, and I am sure that the state will find adequate legal advisers to help in this case,” Dulic said. He did not want to comment on the concessionaires’ claims, stating that “what we claim as a country, is that there was a clear and precise deadline for when the concessionaire was due to complete the financing.” Dulic was adamant that communication had existed between the concessionaire and the state, and that there had been intensive talks in the form of frequent formal notes and informal meetings. “Serbia looked for a solution that would avoid the need for arbitration and disputes that could be too expensive, but since the former concessionaire has already decided on this step, the public defender and his defense team will give an answer to all the claims that the concessionaire makes at the arbitration hearing,” the minister said. He said that that the National Council for Infrastructure needed to adopt a declaration that would secure investment for the new roads, and that construction of highways and flats would be a strategic branch that Serbia would use as a measure against the financial crisis.
