Oliver Dulic says international arbitration will be needed if no agreement on terminating the concession contract for the Horgos-Pozega highway is reached. The environment and spatial planning minister said that he was unsure how Serbia would fair in international arbitration, because such actions were always risky and there was always a lot at stake. Dulic: Avoid arbitration at all costs “We have to avoid arbitration at all costs, I think that it is in the best interests of Serbia and a priority of the government,” Dulic said. He said that the best solution would be to reach a compromise with the concessionaires, the Alpina-PORR consortium, over terminating the contract for the construction of the highway. “We have to show that Serbia is a serious partner and when it enters the process of terminating a contract it wants to do so in the correct way,” Dulic said. He said that Serbia needed to get out of this concession as soon as possible if it wanted to begin work on the section of road from Horgos to Novi Sad in March, given that the funds for the construction had already been allocated. The minister said that in the talks regarding the fate of the concessions, the most important thing was to remain “wise and cool-headed, and to keep the whole process transparent, because there have been enough scandals and problems at every step of the process already.” The concession contract was signed in March of last year and the concessionaires have until the end of this year to meet their obligations regarding the work on the highway and the implementation of the agreement.
