At the Belgrade Tower, within the Belgrade Waterfront complex, a ceremonial opening of the observation deck was held in the presence of the President of Serbia Aleksandar Vučić and the president of the company Eagle Hills, Mohamed Alabbar.

At the opening ceremony, President Aleksandar Vučić said that there are “a million data points that can be presented today, which demonstrate the incredible success of this entire project,” emphasizing not only the visible transformation of the area over the past decade, but also its previous condition.

“From a place and gathering point of those who would flee the law, to a snake-infested, swampy area, we have turned it into the most beautiful part of Southeast Europe,” he said.

Vučić stressed that the project was made possible thanks to the citizens of Serbia and those who persisted in their vision of such progress.

He added that he had been guided from the very beginning by the belief that one must always have big dreams.

“These dreams must not be directed against anyone, but rather toward creating good deeds, sometimes even miracles, that will leave a mark in our history. No matter what anyone says, this will remain recorded in history textbooks—who initiated it, when, and how. And we, Mr. Alabbar, could not have done this without you,” Vučić said, addressing Mohamed Alabbar.

He also remarked that it may sound like a joke when Alabbar says he became known thanks to Belgrade, although many people in the region and across Europe greatly appreciate what has been done there.

At the ceremony, President Aleksandar Vučić thanked the president of Eagle Hills for his vision, stating that the project was not intended only for the wealthy.

“We did not build this only for the rich—of course, the wealthy can buy apartments here and live here, and we are happy about that. This has become the most beautiful place in our country,” Vučić said.

He added that he would be pleased when the site is fully opened to all citizens, including the poorest.

“I will be happy when we fully open the doors to all citizens, because this belongs to all people, to all citizens of our country,” he said, adding that he had asked for ticket prices for access to the viewpoint to be reduced so that more people could visit.

He emphasized that the project was not created for an elite or a small group, but for all citizens of Serbia.

Vučić also said that the 360-degree observation deck offers “the most beautiful view in Southeast Europe,” noting that visitors can also enjoy souvenirs and a café, and see Belgrade in the best possible way.

“There is no view that can compare to this one,” he said, adding that visitors would be able to see ongoing and planned infrastructure projects, including the development of the so-called “Belgrade Eye,” pedestrian bridges, and the construction of new bridges over the Sava River.

He said that the city’s promenade would be extended toward Ada Ciganlija and further connected to other parts of Belgrade, describing the project as part of a broader urban development plan.

Vučić added that no European capital he had visited has a promenade comparable to Belgrade’s, including cities such as Oslo and Barcelona.

He congratulated all citizens of Serbia on what he called a major achievement, saying they should be proud of the country’s progress over the past decade.

He also reiterated his gratitude for the reduction of ticket prices, saying the viewpoint should be accessible to all citizens of Serbia and Serbs in the region and around the world.

“This is a new symbol of Serbia, a landmark and benchmark for our country,” he said, thanking those who supported the project and “believed in big dreams.”

He concluded by saying that Serbia would continue to care for its citizens and develop further infrastructure projects.

Responding to journalists’ questions, President Aleksandar Vučić said that the site is “a source of pride for every citizen of Serbia,” adding that he encourages people to visit and thanked those who agreed to lower ticket prices.

“This point is a source of pride for every citizen of Serbia, and I ask people to come and see it. I also thank you for accepting the request to reduce prices. Here you also have souvenirs and a café, and you can see every part of Belgrade in the best possible way,” Vučić said.

He added that the gravel areas currently visible will be removed and that construction of the so-called “Belgrade Eye” would begin soon, along with new promenade developments toward the residential blocks, which he said would further improve the quality of life.

Referring to visitors, Vučić noted that he is pleased that the promenade is also frequented by those who previously opposed its development.

“The fact that the promenade is most visited by those who opposed its construction makes me happy. I do not reproach anyone—I would embrace everyone and thank them if they have at least silently accepted their mistake,” he said.

Vučić added that much more still needs to be done, stressing that it is often difficult for people to admit when they are wrong, while noting that he himself has done so on many occasions.

He expressed pride in the development of Belgrade, while stating that opposition to progress has always existed in Serbia.

The President also thanked UAE President Sheikh Mohamed bin Zayed Al Nahyan, wishing for peace in the Gulf and expressing hope for continued success for his friend.

Mohamed Alabbar stated that the landmark reflects the aspirations of Belgrade and the entire country to become more modern and developed.

From the observation deck, Mohamed Alabbar said that one can see “people and the quality of life they have now achieved,” as well as new jobs that are emerging and developing.

“When you look from the viewpoint, you see people and the quality of life they have now reached. New jobs are flourishing and developing—more than 10,000 well-paid jobs have been created here. When we first dreamed of this project, and thank you, President, for your vision, look where we are now. We are at €5.5 billion in investments,” Alabbar said.

He added that Serbia is home to “wonderful people full of life and love for progress,” thanking President Vučić and praising his passion and dedication.

President Aleksandar Vučić also addressed citizens earlier in the day via his Instagram account.

“Without big dreams, there are no great achievements,” President Aleksandar Vučić said, sharing a message alongside the EXPO 2027 logo and a photo of Belgrade Waterfront.

The top of the Belgrade Tower, located on the 41st floor, has become a new tourist attraction in the capital with the opening of the “Belgrade 360 Deck.”

It is the highest viewpoint in the city, situated at 168 meters above ground within the Belgrade Waterfront complex.

Special elevators directly from the Galerija shopping mall will take visitors to the observation deck, which offers a full 360-degree panorama and an authentic bird’s-eye view of the metropolis.

The doors of the observation deck will open on April 25, operating daily from 10 a.m. to 10 p.m. Visitors will have access to binoculars for detailed viewing, a souvenir shop, and a café with a unique panoramic view, according to the Belgrade 360 Deck website.

Access is fully adapted for families and visitors of all generations. The platform is presented as one of the most modern and technologically advanced in the region, offering a new and previously unseen perspective of Belgrade.

The Belgrade Tower, a 42-story skyscraper rising 168 meters within the Belgrade Waterfront development on the Sava riverbank in Belgrade, is the tallest building in the former Yugoslavia.

The tower was officially opened in September 2024 by President Aleksandar Vučić.

It was designed by the internationally recognized architectural firm Skidmore, Owings & Merrill, best known for the Burj Khalifa in Dubai, the tallest building in the world, as well as projects such as the 345 California Center in San Francisco, the John Hancock Center, and the Willis Tower in Chicago.

The Belgrade Tower features an unusual design that changes shape at the 14th floor, where the structure twists. It is one of the rare buildings of its type that achieves a 90-degree rotation over just ten floors, symbolically representing the confluence of the Sava and Danube rivers, a defining feature of Belgrade.

The façade consists of nearly 14,000 glass and other panels. Up to the ninth floor, a special “birds first” glass was installed, marked with patterns visible only to birds, helping prevent collisions.

The Belgrade Waterfront project was first presented in 2014, with construction beginning in 2015.
