BELGRADE NUNS has expressed its concern over the speed and manner in which a new national frequency will likely be allocated. The Independent Association of Journalists of Serbia (NUNS) said on Monday that it was not clear why after the assigning the frequencies previously held by the former TV Avala for the digitization process, a competition has been announced again. NUNS concerned over frequency allocation The organization also stated that the fact that suddenly enough "free parts" on the air have been found to allow a fifth national broadcaster to broadcast also raised doubts. "It is also not serious of the Ministry of Foreign and Domestic Trade and Telecommunications, RATEL, and RRA, to, after the initial decision, suddenly discover that there is room for another frequency. The competition announcement rightly raises the suspicion that political pressure was involved in order to at all costs award another national frequency." NUNS believes that the Ministry of Telecommunications, RATEL, and RRA are obliged to provide the public with a detailed explanation of the reasons for this decision. The RRA Council on August 9 ruled that neither of the two declared candidates, TV Nova and TV Copernicus, would be given the national frequency previously allocated to TV Avala. On September 13 they rejected the objections of both applicants referring to the decision that this frequency will not be assigned to anyone. However, on October 25, RRA again announced a public tender for the allocation of the frequency used by TV Avala. The announcement in the daily Politika stated that the deadline for submission of applications along with proper documentation was 60 days. Just two days earlier, Deputy Prime Minister and Minister of Foreign and Domestic Trade and Telecommunications Rasim Ljajic signed a rulebook on establishing a plan for distribution of frequencies for analogue FM and TV broadcasting stations in the territory of Serbia, which should accelerate the transition from analogue to digital television broadcasting. This means that sone of the frequencies, which once belonged to the TV Avala, which are necessary in the process of digitization, will be used to expand the initial network for digital television broadcasting.
