BRUSSELS The situation in northern Kosovo is unstable, said NATO Secretary General Anders Fogh Rasmussen after the first day of the NATO ministerial council in Brussels. We welcome an overall improvement of security, but we are aware the situation in the north is still unstable, Rasmussen told reporters Tuesday evening, adding that the number of KFOR troops would not be scaled back.
