BRUSSELS EU Enlargement Commissioner Stefan Fule will present an annual report on Serbia’s progress to Serbian officials on October 11 in Belgrade. “Fule will then on Friday in Pristina give his interpretation of the European Commission’s annual assessment of Kosovo’s progress in the European reforms,” Fule’s Spokesman Peter Stano told Beta news agency. The EC recommended that Serbia be given the EU candidate status and a date for the start of the negotiations in its last year’s report. A key condition is a “visible and tangible improvement of relations with Kosovo” but the EU is also waiting for Belgrade’s strategy for the negotiations, which EU High Representative for Foreign Affairs and Security Policy Catherine Ashton told Serbia’s President Tomislav Nikolic at a recent meeting in New York. The well-informed sources claim that the EC report will be somewhat less favorable for Serbia this year but that it will take into account a fact that the elections and the forming of the government interfered with the reforms. The EC will also criticize the new law on the central bank because it believes that the bill is jeopardizing the bank’s independence and that is not in accordance with the EU’s standards and laws. An important chapter of the report will focus on the difficult economic situation and the sources say that the EU fears that the financial crisis in Serbia could get out of hand. The EC will point out in the report that it expects Belgrade to reach an agreement with the International Monetary Fund (IMF) in order to ensure stabilization of the economy and the beginning of its recovery. Beta has learnt from EU sources that the EC’s annual report o Serbia’s progress could contain a recommendation to set a date for the beginning of the EU accession talks.
