Defense Minister Dragan Sutanovac stated on Sunday that in the past year his ministry had prepared a set of laws necessary for the reform of the defense system. He also added that the economic crisis has unfortunately slowed down the process of modernization and professionalization of the Serbian Army (VS). Defense chief on state of military "Any economic crisis jeopardizes the defense system and the entire security system, because you cannot perform modernization and system reforms unless you have adequate resources. In addition to this, we are the only army in Europe that had the misfortune to come into conflict with NATO in 1999, and we practically have not recuperated ever since, not to the necessary extent," Sutanovac pointed out in an interview for Tanjug. "We are not hiding that we have problems," the minister said, but emphasized that not one dinar allocated for defense from the budget "is wasted", but rather systematically spent with the aim to rehabilitate the system with available funds. According to Sutanovac, the modernization of the defense system requires great investments. Serbia's operative ability is at a satisfactory, but not high level, the minister underscored. Sutanovac explained that "this is simply because we have problems with armaments and military equipment which has not been renewed for many years, because our vehicles are very old on average... and all this due to decades of not investing in equipment and modernization."
