EU approves new sanctions - but delays them

"Taking into account the situation on the ground, the EU is willing to reconsider the sanctions approved in whole or in part," said European Council President Herman Van Rompuy after an emergency meeting of ambassadors of the 28 member states.

As it was announced previously by an unnamed EU source, the new sanctions target major Russian oil companies such as Rosneft, Transneft and Gaspromneft.

After a heated debate, the EU officials decided on measures that would expand existing sanctions to the Russian oil industry, and ban arms exports and some other technologies.

New sanctions include a ban on exports of equipment for exploration and exploitation of oil, which should impede access to Russian oil fields in the Arctic zone.

This decision represents a compromise between those countries that sought sanctions to take effect immediately, and those who felt that they should not be introduced, and Finland was among the strongest opponents, Tanjug reported.

B92 also learned that Finland's position was an obstacle, and that it was prompted by Russian Prime Minister Dmitry Medvedev's announcements that his country might close its airspace to flyovers of western airlines.

These measures would cause the collapse of air traffic in Finland, and EU officials reportedly decided to delay the implementation of the sanctions for this reason. Another reason that supported the decision is "the phone conversation between presidents of Russia and Ukraine about continuing dialogue of the sides in conflict in Ukraine."
