MOSCOW The Netherlands "shares some liability" for the Greenpeace Arctic Sunrise incident and Russia has counterclaims in this connection. This was announced in Moscow on Friday by Russian Foreign Ministry spokesman Alexander Lukashevich. Russia has "counterclaims" against Netherlands The Netherlands have asked a UN tribunal to tell Russia to return the ship, "Arctic Sunrise", and free all those arrested during the incident, including the Greenpeace activists who scaled a state-owned Gazprom oil platform. "Russia has counterclaims against the Netherlands in relation to this incident. To a considerable degree, the situation resulted from the inactivity of the Netherlands as the state of the flag: it was known that the ship purposefully came to the Russian economic zone with an intention to commit illegal actions," Lukashevich said. Voice of Russia quoted the spokesman as saying that a Russian court will make a decision with regard to the ship and the persons who were traveling on it. Those arrested on September 19 were originally accused of piracy, but are now facing hooliganism charges. Lukashevich noted that Russia will not take part in the arbitrage proceedings, held at the German-based International Tribunal for the Law of the Sea. This subject is expected to be on the agenda as Russian and Dutch foreign ministers meet this coming weekend. The Dutch minister will accompany King Willem Alexander on his visit to Moscow, where he will take part in the ceremonies to mark the end of the Russian-Dutch Year - a year that was meant to promote bilateral and business ties and cultural exchange between the two countries.
