Miroslav Lajcak says that he expects Brussels to begin discussing a new form of international presence in Bosnia-Herzegovina. The international high representative to Bosnia said in an interview with Banja Luka daily Glas Srpske that the agreement reached between the Serb, Bosniak and Croat political leaders— Milorad Dodik, Sulejman Tihic and Dragan Covic—in Odzak was a positive sign. Lajcak: Time to revamp intl. presence He said that it was a step in the right direction towards fulfilling the plan for the transformation of the Office of the High Representative (OHR) and for creating a new political culture in the country. “We supported that agreement, because it represents a key principle that Bosnia-Herzegovina should be guided by, and that is compromise between the three communities,” Lajcak said. He said that he was prepared to support the agreement, but that the political leaders who signed it were also obliged to turn it into tangible laws. “For now it is just a political declaration, but I am pleased that the Council of Ministers has dealt with those issues and made a decision regarding the census, state property and the budget,” Lajcak said. Commenting on the dispute between the prosecution and the Republic of Srpska government regarding the exemption of documentation that is under investigation, he said that he had “a very strong feeling” that the government does not intend to hand over the documentation sought by the prosecution as otherwise it would already have done so. The controversy surrounds Republic of Srpska Prime Minister Dodik’s unwillingness to submit documentation to the Bosnian Prosecution concerning the construction of a Serb Administrative Center. “If they had some problems, they could have solved them a while ago. Initially, there was a problem with the prosecutor’s warrant, and then the warrant was altered. Now there are new arguments that did not exist a month ago,” Lajcak said. He said that he had talked with Dodik on several occasions regarding the issue and that Dodik had promised him three times that “the government will begin sending the documents today.”
