EU repeats warning to Bosnia on police reform

The EU has repeated its warning to leaders of Bosnia and Herzegovina about the need to introduce police reforms.

The EU has repeated its warning to leaders of Bosnia and Herzegovina about the need to introduce police reforms. “It’s rather simple: no police reform, no Stabilization and Association Agreement”, said Olli Rehn, the European Commissioner for Enlargement, with reference to a key agreement, the initialling of which has been held up for months. EU repeats warning to Bosnia on police reform “The sooner the political leaders of Bosnia and Herzegovina can agree on this crucial reform, the sooner we can also move towards the EU pre-accession process, by initialling and then signing the SAA”, he added. Javier Solana, the EU’s High Representative for the Common Foreign and Security Policy, confirmed that the top international official in Bosnia, Miroslav Lajcak, was working hard to find an agreement on police reform. “For the moment, the process of signing the SAA is stopped until this issue is settled”, Solana said. After Monday’s meeting in Luxembourg, EU foreign ministers called on Bosnian leaders to show responsibility towards their people and their desire to advance towards the EU. “The Council regretted the fact that not all political leaders of Bosnia and Herzegovina have shown willingness to come to an agreement on the basis of the three EU principles”, ministers said in their conclusions. The EU’s three principles for Bosnia stipulate central, state-level legislation on policing; no political interference in police work; and the establishment of police districts on the basis of operational requirements, not along political boundaries. Foreign ministers reconfirmed their full support for Bosnia’s European perspective. Recalling the European Council conclusions of December 2006, they reaffirmed that the pace of progress on the EU path depended on each country's own performance. The EU foreign ministers’ busy agenda on Monday included discussions on several western Balkan issues. They failed to reach agreement on setting a date for initialling an SAA with Serbia. However, an SAA with Montenegro, initialled earlier this year, was signed on the margins of the foreign ministers’ meeting, putting the small Adriatic country two steps ahead of Bosnia and Serbia in the EU integration process.
