Timchenko, a close friend of Russian President Vladimir Putin, is worth USD 11.4 billion and takes the fifth place on the Forbes list of Russia's richest people. He is also involved in philanthropic and sports activities, Sputnik is reporting.

Timchenko has dual Russian-Finnish citizenship and was one of the first Russian businesspeople against whom the West imposed sanctions. At the time, he described an investigation in the United States against him and his company as "an attempt to attack Putin" adding that "similar provocations" had been taking place for years.

"I can say clearly and decisively this about myself: if needed, I can give away all my fortune to the state, or for charity tomorrow. All that matters is that somebody benefits from it. I've talked about this with my wife many times, we don't need the billions," Timchenko has been quoted as saying.

The opening of Serbia's honorary consulate in St. Petersburg, meanwhile, is scheduled for October 12. Serbian President Tomislav Nikolic is expected to attend the ceremony.
